Final Quarterly Report

In accordance with Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (鈥淐ARES Act鈥 or the 鈥淎ct鈥), The Higher Education Emergency Relief Fund (鈥淗EERF鈥) contained in Section 18004 of the CARES Act, and the guidance issued by the United States Department of Education, including Office of Post secondary Education鈥檚 guidance dated May 6, 2020, 大象视频 submits this report concerning the first award 大象视频 received under the HEERF consisting of funds for Emergency Financial Aid Grants to students.

1. Acknowledgement of Funding and Certification

大象视频 reviewed, signed and returned the U.S. Department of Education鈥檚 Certification and Agreement for these funds on April 14, 2020. 大象视频 received a grant award notification on April 23, 2020. As required by the certification, 大象视频 used no less than 50% of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants directly to students.

2. Funds Awarded for Emergency Financial Aid Grants to Students

大象视频 received $871,541 under Section 18004(a)(1) of the CARES Act designated for distribution to students impacted by campus disruptions due to COVID-19.

3. Emergency Financial Aid Grants Distributed to Students to Date Under Section 18004(a)(1) of the CARES Act

Of the $871,541 大象视频 received under Section 18004(a)(1) of the CARES Act designated for distribution to students impacted by campus disruptions due to COVID-19, 大象视频 had distributed $803,312.76 as of March 31, 2021, and an additional $68,228.24 as of June 30, 2021, bringing the total to $871,541.

4. Eligible Students

大象视频 has had approximately 1,850 students as of the date of this report who may be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 by filing a valid FAFSA for the 2019-2020 and/or 2020-2021 academic year and, thus, may be eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

5. Eligible Students Receiving CARES Act Aid

大象视频 has distributed funds it received under Section 18004(a)(1) of the CARES Act designated for distribution to students impacted by campus disruptions due to COVID-19. A total of 1,250 awards were given to 1,003 eligible students as of June 30, 2021. Some students received multiple awards.

6. Distribution Method – Funds Already Distributed

In order to qualify for Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES Act, 大象视频 students must first be eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and incur expenses related to the disruption of campus operations due to the coronavirus. Of those students who qualified, 大象视频 chose to provide an initial disbursement of Emergency Financial Aid Grants to students who qualified for needs-based room and board grants under Allegheny鈥檚 internal criteria because it determined those students were most in need and incurred COVID-19 pandemic-related expenses following the loss of on-campus room and board.

In order to calculate these students鈥 COVID-19-related expenses, 大象视频 used its institutional policy for estimating needs-based commuter student room and board costs for the remaining 40% of the spring semester. This calculation resulted in an Emergency Financial Aid Grant maximum award of $800 per student.

In order to distribute this grant as expeditiously as possible, beginning on April 13, 2020, 大象视频 provided Emergency Federal Aid Grant relief to students in the same manner as it had previously provided institutional need-based aid, through students鈥 online accounts. Because 大象视频 began providing qualifying relief funds to qualifying students prior to 大象视频鈥檚 receipt of any CARES Act funding, in accordance with United States Department of Education guidance, 大象视频 reimbursed itself from a portion of the CARES Act funding it received in the amount it advanced to its students in accordance with the above methodology.

大象视频 had originally reserved $186,192 for eligible students who incurred other additional expenses related to the disruption of on-campus instruction as a result of COVID-19. Students could apply for this reserve amount in Emergency Financial Aid Grants for students under Section 18004(a)(1) by using 大象视频鈥檚 Success Grant application that is available on the 大象视频 Dean of Students webpage. As of March 31, 2021, 大象视频 still had $68,228.24 in reserve from the CARES Act funding. At that time, the college also identified 45 students who met the criteria established for the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) funding granted to 大象视频. Because there was not enough CRRSAA funding available for those 45 students, per the guidance for the CRRSAA funding, 大象视频 awarded $58,500 of the remaining $68,228.24 from the reserved CARES Act funding to the 45 students meeting the established CRRSAA funding requirements, which can be found under the distribution method in section 6 of the 大象视频 CRRSAA Student Aid Report 鈥 June 11, 2021. The remaining $9,728.24 CARES Act reserved funding was awarded to students who had experienced unusually difficult financial hardship during the pandemic. As of June 30, 2021, the balance in the reserve for eligible students is $0.

7. Communication to Students Concerning the Emergency Financial Aid Grants

All students who were enrolled in the 2020 spring semester, as well as those enrolled in the 2020 fall semester, were notified of the opportunity to apply for this funding via email. Students were asked to include in the application the amount and brief description of the expense incurred as a result of the COVID-19 pandemic, which was used to determine an award amount. For students already issued Emergency Financial Aid Grants under Section 18004(a)(1), the expense must have been in addition to the expense for which they already received funds.

大象视频 had approximately 聽1,400 students in the spring 2020 semester and approximately 1,350 for both the fall 2020 semester and spring 2021 semester as of the date of this report that are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 by filing a valid FAFSA for the 2019-2020 academic year and, thus, are eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.

NOTE

In reviewing the data for this report, we realized that our past reports may have been misleading because they reported the number of awards, rather than the actual number of students, so we have clarified that in our online reports on our website. We also wanted to clarify it here. In the three reports noted below, we had noted the correct number of awards and correct amount distributed, but in some students received more than one award, and so we are clarifying below the actual number of students who received the number of awards we had already reported:

  • For the 5/23/20 report, 911 students had received 916 awards for a total of $685,349
  • For the 7/7/20 report, 920 students had received 974 awards for a total of $720,792
  • For the 8/20/20 report, 926 students had received 986 awards for a total of $729,992
  • For the 10/9/20 report, 960 students had received 1,095 awards for a total of $759,460

Of course, now that we have realized the distinction between number of awards and number of students, we will make sure future reports are clear in reporting the number of students, number of awards and total funds distributed.

Students will be notified of the opportunity to apply for this funding via an email sent to all students enrolled in the 2020 spring semester. Students are asked to include in the application the amount and brief description of the expense incurred as a result of the COVID-19 pandemic, which is used to determine an award amount. For students already issued Emergency Financial Aid Grants under Section 18004(a)(1), the expense must be in addition to the expense for which they already received funds.

6. Distribution Method

大象视频 chose to provide various levels of funds based on demonstrated need to students previously enrolled at 大象视频 prior to the start of the fall 2021 semester. The highest-need students who qualified for a Federal Pell Grant received $1,500 each. This group consisted of 310 students. Students who did not qualify for a Federal Pell Grant, but still demonstrated a significant level of financial need as determined by their 2021-2022 Free Application for Federal Student Aid (FAFSA), received $1,400 each. This group consisted of 98 students. An additional 264 students who demonstrated a moderate level of need received $1,000 each, and 402 students who did not demonstrate need received $600 each. The remaining 51 students were foreign students who were awarded $900 each. There was a processing error that awarded three students two awards each, which resulted in an additional $3,600 being awarded, thus bringing the total awarded to $1,156,900. For those three students, the extra funding awarded this fall will impact their potential awards when evaluating how to allocate the remaining $1,158,291.

The eligibility criteria for the remaining $1,158,291 of the Emergency Financial Aid Grants under Section 2003(7) of the ARP Act has not yet been determined for 大象视频 students.

In order to distribute this grant according to the student鈥檚 wishes, on August 2, 2021, 大象视频 emailed all students designated to receive HEERF III funds at that time, requesting that each student complete a Student HEERF Award Option to Receive Funds agreement by August 31, 2021. On this agreement, students indicated if they wished to have their HEERF III funds pay down their Allegheny student bill or if the funds should be issued directly to them. We reviewed and sent confirmation of receipt of the CRRSAA funds on January 29, 2021. In the second round, which consisted of $1,155,800 distributed in the first quarter of 2022, funds went to 1,427 students, most of whom also received funds in the first round. No students received funds from Section 18004(a)(1) of the CARES Act or Section 314(a)(1) of CRRSAA (student portion) during this quarter, because those funds had already been disbursed.

The highest-need students who qualified for a Federal Pell Grant received $1,500 each. This group consisted of 312 students, one of which received a duplicate award, so 313 awards.聽 Students who did not qualify for a Federal Pell Grant, but still demonstrated a significant level of financial need as determined by their 2021-2022 Free Application for Federal Student Aid (FAFSA), received $1,400 each. This group consisted of 98 students. An additional 265 students who demonstrated a moderate level of need received $1,000 each, and 403 students who did not demonstrate need received $600 each. The remaining 51 students were foreign students who were awarded $900 each. There was a processing error that awarded three students two awards each. However, those processing errors were not factored into the funds drawn down, so 大象视频 drew down $1,156,900, but awarded $1,159,400. 大象视频 provided the additional $2,500 awarded. For those three students, the extra funding awarded in the fall of 2021 impacted their awards when evaluating how to allocate the remaining $1,158,291.
